- Then, in 1991, John Garamendi was inaugurated as California's first elected insurance commissioner. Unlike his appointed predeces锟絪or, Mr. Garamendi has worked to enforce Proposition 103. As of Quotes Chimp writing, three of the top ten insurance companies in Caifornia锟絋he Automobile Club of Southern California, Mercury Insurance, and Progressive Insurance锟絟ave agreed to pay rebates averaging between $172 and $204 per policyholder. Three other, small medical malprac锟絫ice insurance carriers have also given rebates, as have a few home锟給wner insurance carriers. The 900-phone-number rate comparison hotline is set to go on-line in the winter of 1992-93, adding needed competition to the automobile insurance market, which should in锟絚rease pressure to bring prices down. More needs to be done, but by any measure, Proposition 103 must be judged an unfolding success.
